This edition assesses changes and trends in MCO quality ratings across measurement years 2023 and 2024. A few key findings from this edition include:
- 14 Medicaid Health Plans earned a rating of 4.5 in 2024. For the fourth year in a row, no health plans have achieved a rating of 5.0.
- Among the large, multi-state chain Medicaid MCOs, Kaiser Permanente, AmeriHealth Caritas, and Humana earned the highest average rating across their Medicaid health plans, with an enrollment-weighted average rating of 4.42, 3.76, and 3.59, respectively.
When comparing states’ enrollment-weighted average ratings, Rhode Island maintained its position of having the highest statewide rating (4.30) in 2024, followed by Massachusetts (4.29) and Minnesota (4.20).
