This edition conveys analyses of NCQA’s Medicaid health plan ratings, with a key focus on tabulating average ratings in each state and for each multi-state Medicaid organization. All the averages calculated in this report are enrollment-weighted.
Examples of our key findings include:
- The three top-rated states during RY2026, based on the enrollment-weighted average rating across their Medicaid MCOs, were Massachusetts, Rhode Island, and Pennsylvania. The report shows the average rating in each of the 41 states (plus the District of Columbia) with at least one NCQA-rated Medicaid MCO.
- Kaiser Permanente led the multi-state Medicaid MCOs with an exceptional 4.94 enterprise-wide average Medicaid rating during RY2026, and Kaiser also led the nation during RY2025. AmeriHealth Caritas earned the highest average rating among multi-state network model Medicaid MCOs during both RY2025 and RY2026.
