John served as Maryland’s Medicaid Director for two different terms. Maryland operates one of the nation’s largest Medicaid managed care programs in terms of percentage of expenditures paid via capitation. John also served as a Vice President at The Lewin Group focusing on Medicaid managed care engagements. He has recently worked with… Amira to support a health plan in its dual eligible readiness review activities, preparing and editing policies and procedures documents. He has extensive Medicaid MCO procurement experience both from the perspective of a State Medicaid Director and from the perspective of a consultant supporting MCOs.
