Charles joined The Menges Group full-time in December 2021 after two years of supporting our clients as an independent contractor. Previously, Charles worked for the National Academy for State Health Policy (NASHP), a national nonpartisan forum of state policymakers representing health and human service agencies, insurance agencies, governors’ offices, and state legislatures. While at NASHP, Charles worked primarily on supporting states advance payment and delivery system reforms through Medicaid and multi-payer patient-centered medical home and behavioral health integration initiatives. Charles also supported multiple federal evaluation efforts, including evaluations of the Health Home State Plan Option, the Multi-Payer Advanced Primary Care Practice Demonstration, and the Financial Alignment Initiative.
Prior to joining NASHP, Charles spent three years working in the Massachusetts legislature as a Research Analyst for the Joint Committee on Public Health and legislative aide. As committee staff, Charles worked on a wide array of policy issues for the 186th General Court, including controlled substance policy, patient safety, health care quality, malpractice and liability reform, disease prevention, and health education.
Charles received a Bachelor of Arts in Political Science and Philosophy from Boston University’s College of Arts and Sciences.
