Emalee joined The Menges Group in 2020. She specializes in RFP strategy, proposal development, and proposal management for state Medicaid procurements, having supported more than 20 procurements to date. Known for a sharp eye for compliance, Emalee leads clients and project teams through the full RFP lifecycle to deliver complete, compliant, and compelling proposals on tight timelines. Emalee also serves as a trusted advisor to firm and client leadership on Medicaid proposal strategy, providing proposal intelligence and strategic planning support.
Emalee is an active member of the District of Columbia Bar and a certified Project Management Professional (PMP). She brings experience across private industry and federal government, including as in-house regulatory and contracts counsel and as an claims attorney with the Department of Justice. Emalee holds a Juris Doctorate and Master of Science in Government and Leadership from Creighton University School of Law and a dual bachelor’s degree in communication and psychology from Nebraska Wesleyan University.
